The Concept of Regional Informatization till 2018 was Approved

Moscow, October 30, 2014. — The regular meeting of Government Commission on the Use of Information Technologies for Improving the Quality of Life and Business Environment took place under the Chairmanship of Dmitry Medvedev. During the meeting Nikolay Nikiforov presented the concept on regional informatization till 2018 and a decree on Council on Regional Informatization and Subcommittee on the Use of Information Technologies for Providing Public Services.

The concept of regional informatization aims at improving the quality of life of citizens with the use of information and telecommunication technologies and eliminating regional inequality in development of information society. The concept defines sectors of economy and directions of social and economic development, where the use of information and telecommunication technologies is of primary importance. These spheres include education, medicine, social security, transport and some others.

“Information and telecommunication technologies should not only improve the quality of life of citizens, but also benefit employees of budget sector and public authorities. Informatization should help doctors, teachers, workers of housing departments and libraries, public and local officials to reduce the time needed for routine operations and make the work process more convenient. The productivity of budget sector of economy should be increased with the help of informatization. Effectiveness of state regulation of national economy should be also improved. Informatization will lead to greater controllability of public and local authorities, better management and focusing on priority activities under the circumstances of budget restrictions,” noted Nikolay Nikiforov.

The Government Commission approved the concept in general and assigned the Ministry to develop and introduce to the government a project on implementing a road map. Moreover, the Commission approved the new decree on Council on Regional Informatization of Government Commission on the Use of Information Technologies for Improving the Quality of Life and Business Environment and a decree on Subcommittee on the Use of Information Technologies for Providing Public Services. Mikhail Mishustin, the Head of the Federal Tax Service (FTS), made a speech on optimizing the mechanisms of providing priority federal services of FTS in electronic form. He also noted that ten services of FTS are already presented on the United Public Services Portal. More than 34 million requests were submitted for these services in 2014. This number is 11 million more than in the same period of 2013. The amount of online tax payments exceeded 1.5 billion rubles in 2014. Mikhail Mishustin also noted that FTS acts as a provider of data for more than 300 public services to 1640 federal and regional public and local authorities.

Vladimir Kolokoltsev, Minister of Internal Affairs, told about optimizing of public services “Conducting an examination for obtaining a right to drive a motor vehicle, tramway, trolley, issue of driver license and temporary permission” and “Registration of motor vehicles and trailers”. He also reported that since 2012 Ministry of Internal Affairs implements a program on unified information and analytical system for supporting activities of the Ministry. This program aims at creating consolidated information space of the Ministry. In order to create cloud solutions the Ministry has introduced and put into exploitation its data processing center. Targeted allocation of specialized information systems and services is being carried out on the base of this center. 32 information systems are already put into operation. The Government Commission approved the plans on optimizing these services.
