Principle of Technological Neutrality Already Works in 77 Russian Regions

Moscow, November 27, 2014. — Ministry of Telecom and Mass Communication reports that operators of 77 Russian regions have already renewed licenses on the terms of technological neutrality.

On December 11 of 2013 the State Commission for Radio Frequencies (SCRF) has approved the principle of technological neutrality for radio frequencies of 890-915 MHz and 935-960 MHz for development of 3G network and radio frequencies of 1710-1785 MHz and 1805-1880 MHz for development of LTE standard. Based on solutions, prepared by the Ministry, principle of technological neutrality for LTE was implemented for 450 MHz, 900 MHz and 1800 MHz in the middle of 2014.

Mobile operators, who have previously received licenses on delivery of telecom services in stated radio frequency spectrum of older network standards (GSM, IMT-MC-450), will be able to provide services in modern standards of third and fourth generation, such as UMTS and LTE without any additional solutions of the SCRF. Operators, prolonging or renewing licenses on the use of radio frequencies in the range of less than 1 GHz, will be obliged to cover with telecommunication services all inhabited localities with population of more than 1000 people; in the range of 1-2.2 GHz all inhabited localities with population of more than 2000 people and in the range of 2.2-3 GHz territories with population over 10000 people. When radio frequencies are used for modern technologies that were not indicated in previous decisions on allocation of radio frequencies (based on decisions on technological neutrality of radio frequencies), telecom services must be provided in all inhabited localities with population over 10000 people.

39 licenses on provision of radiotelephony services have been already renewed on the basis of technological neutrality principle in 77 Russian regions.

“Introducing the principle of technological neutrality, we expected that it will be an effective instrument for solving the problem of digital inequality. After the first year of its operation we can say that our expectations are fully justified. Mobile operators evaluated high economical effectiveness, they are actively renewing licenses according to this principle and fulfill license requirements on coverage of remote regions with telecom services,” noted Nikolay Nikiforov.
