BRICS-Counties Expressed Interest in Mutual Development of Critically Important Software

Cape town, May 19, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, made working visit to South Africa and met with Faith Mutambi, Minister of Communications and Siyabonga Cwele, Minister of Telecom and Postal Communications. The Minister also visited BBD — leading regional software developer. Branch Minister of South Africa as well as their colleagues from India, China and Brazil expressed interest in mutual development of critically important software and supported idea to organize meeting of branch ministers in the course of BRICS summit that will take place on July 9–10 in Ufa.

Collaboration of BRICS and mutual development of software were discussed during official visits of Nikolay Nikiforov to the Republic of India on March 25, 2015, to the People’s Republic of China on March 27, 2015 and to the Federative Republic of Brazil on April 17–18, 2015.

The Minister and his colleagues from South Africa discussed possibilities for creation of international industrial consortium for development of alternative software products on the base of open operating system and in collaboration with BRICS IT companies. “We are developing international project on creation of mobile operating system, some BICS-countries already joined this project. We hope that South Africa will also take part in it. We are ready to provide all necessary support for achievement of our mutual goal — creation of competitive solution on the basis of open operating system that will be alternative to closed and closing mobile platforms,” said Nikolay Nikiforov.

“Software market is almost fully monopolized by one country and few companies. We encourage all BRICS-countries to start mutual work in order to change situation on global software market, when share of one market players will be no more than 50%,” said Nikolay Nikiforov, “Today we’ve heard encouraging words from branch ministers of South Africa and we see that all BRICS-countries stand for organization of separate meeting of BRICS branch ministers in the course of BRICS summit in Ufa. We also plan to discuss mutual development of critically important software products.”

Nikolay Nikiforov and Faith Mutambi discussed preparation of agreement between the Government of BRICS in sphere of mass communications.

Nikolay Nikiforov and Siyabonga Cwele discussed internationalization of Internet management, collaboration in sphere of e-government, satellite communications and reduction of prices in roaming.
